Martha ‘Marti’ Roberts
Working at IBS Development, Marti specializes in the rehabilitation of large commercial properties. Marti focuses on properties facing environmental issues, remediating problems and repurposing buildings into modern commercial space while maintaining the historical significance and character of the structure. She continues to support Perry County agriculture as a co‐owner of Perry County Land & Cattle Co. Farm, with over 1,500 acres in Pennsylvania. Using her experience, Marti supports approaches to strengthening an economy while preserving the integrity of the landscape.

Richard G. Pluta
As the owner of a small independent beer distributor in Newport for the past 15 years, Richard understands business in the region. Richard supports the Perry County EDA because he feels that many organizations focus on specific areas of interest, but economic development is the only one with effects that can be felt across the entire community. Richard believes that by raising the tide of our community, all of our ships rise.

Patti L. McLaughlin
As a PCEDA board member, Patti believes there are many opportunities for businesses to relocate operations to Perry County with the proximity to highways connecting the major East Coast markets. Patti believes it is imperative that Perry County maintain control over the future growth and maintain the farmland in Perry County in order to provide more jobs to residents.

Dee Anderson
Dee owns Anderson Commercial Real Estate and development. Her firm is located in Perry County and focuses specifically on commercial real estate. She has thirty years of experience in representing commercial tenants and owners across the state in the acquisition and development of commercial real estate. Dee, her husband, and son moved to Perry County in 2007. They enjoy the quiet but yet convenient life that Perry County has to offer. She hopes to bring additional attention to the opportunities in Perry County and looks forward to helping contribute to the economic growth that Perry County has to offer many new businesses.

R. Franklin “Frank” Campbell
As a former business owner and Pennsylvania State University graduate, Frank understands the importance of developing family-sustaining jobs in order to encourage the development of services, all while maintaining rural heritage. Perry County Economic Development Authority aligns with his desired goal of improving Perry County in a meaningful and organized way.

Duane Hertzler
Duane runs a 600-head, organic dairy operation in Loysville that started in 1978 as a 60-cow dairy farm. He and his wife were named Master Farmers in 2000. He has served on the boards for York Farm Credit, Ag Choice Farm Credit Bank and the Perry County Farmland Preservation Board. He currently serves on the National Grazing Land Conservation Board, on the Pennsylvania GLC board and on the PA Animal Health and Diagnostic Commission. He is also a mentor to young dairymen.

Lindsay Hutchinson
Lindsay Hutchinson is a connector, eater & owner of People’s Provisions, an all local grocery store in Elliottsburg. Her love language is food & cooking and has created People’s Provisions, to use her passion for food to make a positive impact on our community. With a background in Education & Youth Development, Lindsay prides her work on the ability to connect with a diverse group of people, bringing new perspectives and ideas on how to make our community more equitable & supportive of all. She grew up in Massachusetts, moving to Perry County on New Year’s Day 2018, to pursue working closely with our local farmers & has been welcomed here with open arms — she hopes to give back to our Community for giving so much to her. She has worked closely with the EDA through small business mentoring & workshops, and believes in the collaborative economic growth potential of Perry County that the EDA has fostered. She hopes to use her time with the EDA to inspire, empower, and support small business & farmers in Perry County towards economic vitality. She lives on Laurel Run Rd outside Landisburg with her partner, Zach King, & her cat Cali. When they are not working, she can be found with Zach eating at local restaurants or listening to live music!

David Misner
David is an external affairs manager for the state’s largest investor-owned water utility. A marketing and communications professional with experience working in a variety of fields from banking and international commerce, to government, higher education, and healthcare, David is committed to supporting economic initiatives and growth that promote the continued well-being of our local communities. He also currently serves on the board of the Capital Region Greenbelt Association and writes for a regional Spanish-language newspaper. A Pennsylvania native, he has lived in Marysville since early 2018.

Scott Dunkleberger
Scott worked for the Commonwealth of Pennsylvania for 35 years in the field of economic development. After completing graduate school at Shippensburg University, Scott joined the PA Department of Commerce in 1985. During his career, he held several positions including Executive Director of the Pennsylvania Industrial Development Authority, Executive Director of the Commonwealth Financing Authority, Deputy Secretary for Business Financing, and Executive Deputy Secretary of the Department of Community and Economic Development. Scott lives in Carroll Township with his wife Joan.

Ed Barben
Prior to retirement, Ed spent 35 years in consumer and commercial banking throughout central Pennsylvania. Ed is a firm believer in business growth and development, and how that business growth and development working in conjunction with the agricultural community can be beneficial economically for region. Ed and his wife moved to Perry County in 2013; they live on a small farm in Buffalo Township. Ed is also currently serving on the Board for United Way of the Capital Region and is a member of the Perry County Rotary Club.
